由于治理成绩突出,2014年,库布其沙漠成为联合国环境署确定的“全球沙漠生态经济示范区”。2015年,库布其沙漠绿化成果获联合国颁发的年度土地生命奖。同年,库布其生态创造模式被巴黎气候大会标举为中国样本。
联合国副秘书长、联合国环境署执行主任埃里克·索尔海姆说:“在库布其,沙漠不是一个问题,而是被当作一个机遇,当地将人民脱贫和发展经济相结合。我们需要这样的案例为世界提供更多治沙经验。”如今,库布其沙漠治理模式已经成功进入沙特、蒙古国等“一带一路”国家和地区,并在中东、中亚、东南亚等地落地生根。
库布其沙漠的成功治理,是中国生态文明建设成就的一个缩影。进入新时代,中国将继续践行习近平总书记“绿水青山就是金山银山”的理念,弘扬库布其精神,推动绿色发展,在共谋全球生态文明建设之路上再创新的辉煌。
This is a story about the regreening of the Kubuqi Desert, reflecting local people’s heroic pursuit of harmonious coexistence between man and nature. It decodes the Kubuqi Model and highlights its key elements such as innovation, coordination, green development, openness and ensuring benefits to all – good practices that may be applicable and meaningful to other countries across the world, especially those involved in the Belt and Road Initiative (BRI) which suffer from droughts and desertification.
The Kubuqi Model has won international recognition for its remarkable achievements. In 2014, the Kubuqi Desert was designated by the UNEP as a green economy pilot site. In 2015, Elion Resources Group won the Land for Life Award for its outstanding work in restoring and rehabilitating the Kubuqi Desert. In the same year, UNEP released a report at a climate conference in Paris, recognizing the success of the Kubuqi Model for being an “eco-pioneer” in greening the world.
Erik Solheim, former Executive Director of the UNEP, once said at a press conference that, instead of considering the desert a big threat, people in Kubuqi had been turning it into a huge opportunity to combine desert control with economic growth and poverty eradication. He wished that Kubuqi’s examples could be emulated worldwide. Today, the Kubuqi Model has been applied in BRI countries such as Saudi Arabia and Mongolia, and is expected to be used to improve ecological systems in Middle East, Central Asia, Southeast Asia and other regions.
Kubuqi’s success represents one of China’s achievements in realizing ecological civilization. In the new era, guided by President Xi’s proposition of “considering lucid waters and lush mountains as invaluable assets”, China will carry on the “Kubuqi Spirit” and continue to promote green development, with a view to creating more glorious milestones in its road towards a global ecological civilization.
《春归库布其》是一部呈现中国第七大沙漠——库布其沙漠治理模式的纪实之作。以库布其治沙赢得靠前社会认可为开篇,全景式叙写了黄河河套弓弦之地蒙汉文化融合时空中变沙害为沙利的艰辛历程和丰饶成果,形象地解读了以政府政策性支持、民企产业化投资、农牧民市场化参与以及科技创新、生态系统性改善的机制样本走向国内外的秘笈,为开拓防治荒漠化和人与自然和谐的环境修复提供了靠前视野的智慧与经验。
Heroes of China’s New Era, a 8-volume book series published by China Intercontinental Press, extols a selection of role models embodying the zeitgeist of today’s Chinese society. The narratives of common individuals as heir to China’s fine traditions present the highlights of a picture showing people’s shared commitment to the Chinese Dream.
Kubuqi Regreened is a realistic nonfiction book about the ecological restoration of the Kubuqi Desert, China’s seventh largest desert. Following a prologue highlighting the international recognition of the Kubuqi Model, the book traces the history of the Kubuqi Desert: how it turned into a land of boundless sand from lush forests, and how arduous and persistent efforts have been taken to regreen it, develop it, and turn it into an asset. The book also reveals, through narration with rich and vivid details, the various groundbreaking policies, technological innovations and eco-centric management mechanisms that sustain the success of the Kubuqi Model and allows it to be applied in other countries to mitigate and prevent desertification and restore the harmony between man and nature.
Wang Zhongtao hastened to explain: “This was approved by a Group leader.”
Wang Wenbiao did not accept his explanation and chided, “No one has the right to approve it! It’s strictly forbidden in the restoration area. Otherwise, the trees we planted with so many hardships won’t be preserved.”
Since the forests were very large, it was impossible to rely on one company to prevent logging and fire. In this case, forest police were imperative. Luckily, with the support of the government, a police station was soon set up to help Elion safeguard the forests.
Without the strict enforcement of the “no logging” rule, the sand control achievements could hardly be maintained, as the old saying goes “if building a forest takes generations of arduous effort, destroying it needs only one day”.
After spending four years building 242 km-long asphalt roads and planting over 1333.3 km2 of forests consisting of licorice plants, desert willows and poplars, which cost one billion yuan and involved 100,000 local people, the forest belts along the Yellow River were preliminarily established.
