Based on Soft Power, Hongqiao Sub-district Provides a Wonderful Interpretation of New Practices in People’s Democracy 

General Secretary Xi Jinping pointed out, Democracy is a common value of humanity and an ideal that has always been cherished by the Communist Party of China and the Chinese people. We take wholeprocess people’s democracy as the institutional source to enhance soft power, soaked in the blood and soul of our endeavors to accomplish our goals, truly making the people become masters of the country through concrete and pragmatic practices. 

First, Hongqiao Sub-district resolutely shoulders the responsibility as the birthplace of whole-process people’s democracy. The Party Working Committee of Hongqiao Sub-district has taken it as a major political responsibility to thoroughly study and implement the key concept of whole-process people’s democracy proposed by General Secretary Xi Jinping, and build the best primary-level practice base while bearing in mind the mission of the birthplace. It has consciously integrated whole-process people’s democracy into all aspects of community development, printed and released the implementation plan, formulated working rules for the legislative contact point, set up the primary-level practice base for whole-process people’s democracy, worked with functional departments of Changning District to explore the formulation of the evaluation index system for whole-process people’s democracy demonstration community, and further explored the practice path of primary-level whole-process people’s democracy under the leadership of Party building. 

Second, Hongqiao Sub-district creates a strong atmosphere of “practice base” in all respects. As the base for studying and practicing whole-process people’s democracy by Shanghai Municipal People’s Congress, Hongqiao Sub-district has strengthened theoretical study and empirical research commensurate with its status as the birthplace of whole-process people’s democracy, and turned the Legislative Contact Point into an important platform for demonstrating and promoting whole-process people’s democracy. It has established a legal popularization and democracy publicity mechanism, promoted the construction of the Experience Hall of Whole-Process People’s Democracy, released the picture of vivid practice of primary-level whole-process people’s democracy and IP emoji of the primarylevel legislative contact point, and issued passports of participation in the legislative opinion solicitation and certificates of adoption, which continuously attracted more people, especially young people. 

Third, Hongqiao Sub-district strives to play the role of spreading whole-process people’s democracy as a window. Building on the advantages of a highly internationalized community, we actively tell the story of China’s democracy well to the world, show China’s sound governance, and compile The Hongqiao Story: A Record of WholeProcess People’s Democracy Practices in Local Communities in both Chinese and English. Noyan Rona, a foreign resident of Gubei International Community and an honorary citizen of Shanghai, said after participating in the opinion solicitation process, “As a Turk who has lived in China for nearly 40 years, I feel that China has become more advanced and grown stronger as the channels for people to express their opinions become smoother.” After being tasked by the National People’s Congress with receiving foreign guests, Gubei Civic Center has received more than 30 delegations from abroad in the past three years. Many foreign speakers and senior officials who had visited the center said, “It’s amazing that ordinary Chinese people can participate in legislation,” and “China’s democracy is truly accessible to the people.” 

The small window of Hongqiao Sub-district shows the great strategy for national governance. As the birthplace of whole-process people’s democracy, creating the best practice place for primarylevel whole-process people’s democracy is a special aspiration and a strong mission of Hongqiao Sub-district. We will conscientiously study and implement the guiding principles of the 20th CPC National Congress, and strive to use concrete, vivid primary-level exploration and effective innovation mechanisms to make more people experience whole-process people’s democracy, test Chinese democracy through rich practices, and prove the effectiveness of China’s socialist democracy in the great era.
