Wang Yiwei is a Jean Monnet Chair Professor， Doctoral Supervisor of the School of International Studies， Direc-tor of the Institute of International Affairs， Director and Research Fellow of the Center for European Studies， and Vice President of the Academy of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era at Renmin University of China. Mean-while， he serves as a Senior Research Fellow of Chong，/ang Institute for Finan-cial Studies at Renmin University of China as well as Chahar Institute. His books The Belt and Road Initiarive：What Will China Ofler the World in Its Rise and China Connects the World：What Bchind the Belt anci Road Initia-tive won Annual Best Chinese Book Awards of 2015 and 2016 and have been translated into more than twenty languages.

　　It is written in the Book of Changes， "Once a situationreaches its limit， it will begin to transform. Such transformationwill allow the situation to develop past its former limit， andsuch development will allow the situation to continue." Withinthe historical context of our times， the term "to transform"may be interpreted as China's policy of reform and opening-up， "to develop" refers to the Belt and Road Initiative， and "tocontinue" refers to the concept of the "community of sharedfuture for mankind." "Belt" is a term uniquely used by China torefer to economic development spanning a large region， while"road" may be viewed as the Dao， which itself is explained inthe Dao De Jing： "The Dao begets one （reason of existence），the one begets two （yin and yang）， the two beget three （heaven，earth， and mankind）， and the three beget all else in theuniverse." Therefore， the Belt and Road Initiative is a road ofpeace， prosperity， openness， innovation， and civilization.
　　The "Belt -and Road" is first an integrated， multi-dimensional network composed of railways， roads， airlines，maritime routes， oil and gas pipelines， electricity-transmissionlines and communications networks that is meant to make upfor the missing pieces in the world's current state of economicdevelopment. China excels greatly in the aspects of design，construction， operation， management， financing， technology， andhighly competent personnel for traditional and emerging typesof infrastructure， such as railways/roads， space/e-commerce/the Internet， land/sea/air， human-computer interaction， and theIntemet of Everything. According to World Bank figures， annualinvestment into infrastructure in developing countries amountsto about USD1 trillion， and an increase of at least another USD1trillion per year will be needed by 2020. By 2030， the wholeworld will annually require USD57 trillion in infrastructuralinvestment.
