The Chinese nation has dreamed of developing high-speed railway for several generations. Despite difficult economic conditions in China and the limited level of science and technology， Chinese scientists， through unremitting efforts， have helped China's high speed railway industry develop and become one of the top players worldwide. In this book， we provide a detailed description of the development of China's high-speed raflway technology and the achievements and accomplishments of China's railway industry， and present an overview of the development， technology and culture involved in China's high speed railway from multiple perspectives and in great depth with full and accurate data.

　　In fact， China's "high-speed railway diplomacy" began as early as October 2009， when China and Russia signed a memorandum on the development of high-speed railways. In November of the same year， China's former Ministry of Railways and the US General Electric Company signed a memorandum of cooperation. In July 2011， locomotive equipment for the high-speed railway， undertaken by China for Turkey， arrived in Istanbul， marking a symbolic breakthrough in "high-speed railway diplomacy". In 2012， China Railway Construction Corporation Limited took the lead in forming a consortium and won the two bids for the second phase of the Turkish high-speed railway project. At the same time， during Premier Li Keqiang's visit to India， China and India agreed to strengthen cooperation in railway construction， including heavy haul transportation and construction of stations， etc.
　　So far， dozens of countries have reached agreement with China on high-speed railway projects， including not only Asian， African and Latin American countries， but also the US， the UK and other developed western countries. The cooperation involves key elements such as technology integration， industrial support， major equipment， international financing， international trade， and coordination of International relations， etc. In short， China's high-speed railway has already stepped out to "go global"， embracing broad prospects.
　　"High-speed railway diplomacy"， based on the interdependence of the world economy and carried out against the backdrop of economic globalization， shares the same goal as the Belt and Road Initiative. The Chinese government attaches great importance to friendly cooperation and coexistence with neighbouring countries and regions， and has made considerable efforts in this regard. China's high-speed railway "going global" is an important medium， among others， to accelerate "connectivity" between China and its neighbours. Of course， "high-speed railway diplomacy" is not only concerned with neighbouring countries and regions， but also includes Latin America， Africa and Europe in its scope as mentioned above.
　　The Chinese government， while implementing the strategy of high-speed rail "going global"， in addition to achieving technical exchange and integration with other countries， is helping some landlocked countries to realize the great dream of making a giant leap forward in the development of transportation， by establishing an interconnected fast track to add new impetus and a new competitive edge to local economic development， and thus to reach a higher level of integrated development for the regional economy. In this sense， high-speed railway can be seen as an upgraded version of the modern Silk Road. "High-speed railway diplomacy" will naturally become an important phenomenon in international diplomatic activities against this background. It will bring China's goods， industries， equipment， culture and ideology to the outside world and， together with China's aerospace， oceanic deep submergence technology and other strategic high technologies， will boost the great rejuvenation of the Chinese nation， enhance global cultural exchanges， and promote world peace.
