Li Junru， served in the School of the C.PC Central Committee as a vice president. He is a research fellow and doctoral supervisor. He is also a winner of the special allowance of the government granted by the State Council； a member of the Central Advisory Committee on the Marxist Theoretical Research and Construction Project； member of the lOth CPPCC National Committee； member of the Standing Committee of the llth CPPCC National Committee； chairman of the Overseas Chinese Federation of the Institutions Directly under the CPC Central Committee； and served as a vice president of the China Society for Human Rights Studies. He has published dozens of books such as The Renewal of Thinking. Among his works are Moo Zedong and Modern China， Moo Zedong cnd Contemporory China and Moo Zedong ond Post-Moo China， which together form the "trilogy of Mao Zedong Research"， which won the "Chinese Book Award". He has also published hundreds of articles such as "Deng Xiaoping's Theory of Ruling China". Among these articles， "Deng Xiaoping's Socialism with Chinese Characteristics" and "Deng Xiaoping's Management Thought and Leadership Art" won the Excellent Paper Award； He is a winner of the "Second China Development Award for 100 People" （2005）， winner of the "Award for Outstanding Contributions to the AIDS Response" granted by the UNAIDS （2008）， and winner of the "Annual Scholar Influencing China" award （2017）.

　　Effective governance has been a major issue of contemporary China and a priority of China's reform and development since the 18th National Congress of the Communist Party of China （CPC） held in November 201 2. This book reviews the great practice of governing the CPC， the country and the military as promoted by the Party Central Committee with Comrade Xi Jinping at the core since the 18th National Congress. 　　When you enter any comnuuuty， you cannot help but see the vehicles of express delivery companies such as SF Express， ZJS Express， ZTO Express， STO Express， YTO Express， and Yunda Express busily coming and going； some are delivering letters and books， some are bringing food and clothing， and some are delivering household appliances and skin care products. Did we see this ten years ago? Again - no.
　　Intricately linked to the rapid development of express companies are online shopping stores such as Taobao， Tmall， and JD， which have entered the homes of hundreds of millions of families， establishing online shopping as the first choice for people to shop. Again， did we see such a scene ten years ago? No.
　　Then look at the "mobike"， "ofo"， and "bluegogo" bicycles running on the streets of China's major cities which have helped solve the shorttrip transportation problems for many people. How many years have environmentalists called for such a green， low carbon， environmentally-friendly way of travel? Now it has become a reality. Was there such a scene ten years ago? No， not even three years ago.
　　And then there is the instantaneous spread ofinformation， such as what occurred directly after the explosion in the Tianjin port on August 12， 2015， and a sad composition written by a student in Liangshan of Sichuan Province， the site of the 2008 devastating earthquake， which read： "When I cooked rice， I went to call my mother. But she had died." These things， big or small， can spread quickly through the internet at home and around the world. Again， was there such a thing ten years ago? No.
　　With these basic examples， we can see how greatly the world has changed! In short， these changes are information application and modernization. They are not only profound， but also extensive， with both positive and negative effects， and they have become adopted into the everyday lives of ordinary people. In studying the development trend of socialism with Chinese characteristics and also that of the current state of China's national governance， we cannot fail to see the changes in our daily lives which are associated with the great changes in the trends of the current times.
　　In other words， information application has not only changed the way the world communicates， but also has profoundly changed the way people produce goods， live and communicate. On the one hand we enjoy the benefits of the information age， but on the other hand we must face the enormous challenges brought on by it. Information application has raised many new challenges to our public security， national security， law enforcement management， judicial activities， and privacy protection. The instantaneous transmission of information can break through the vertical control systems we have established， and the transparency of information enhances the extensiveness of supervision. If our work lacks adequate planning， it will be met with a backlash of complaints from netizens. As for cyber-crime and network governance， both have become new problems that cannot be ignored in social governance and international struggle. Our state governance must face this reality.
