Zheng Bijian, born in Fushun, Sichuan Province in 1932, joined the CPC in 1952 and graduated from Renmin University of China in 1954. Since the Third Plenary Session of the iith CPC Central Committee in 1978, he has held the following positions: member of the Research Office of the Secretariat of the CPC Central Committee, political assistant to General Secretary of the CPC Central Committee Hu Yaobang, deputy director-general of the Center for International Studies under the State Council, vice president of the Chinese Academy of Social Saences and director of its Institute of Marxism and Leninism, executive deputy director of the Publicity Department of the CPC Central Committee,executive vice president of the School of the CPC Central Committee, and chairman of the China Forum on Reform and Opening Up. He was elected a member of the 14th and 15th central committees of the CPC and a member of the Standing Committee of the ioth CPPCC National Committee.
Zheng is currently director of the Academic Committee of the School of the CPC Central Committee, and chairman of China Institute for Innovation and Development Strategy where he also serves as president of its academic committee.
