　　Hu Xueqin graduated from Anhui Normal University and Nanjing University
　　successively with two bachelor's degrees in Arts and Science.She received her master's degree in journalism and communications from Peking University.She taught at a naval academy for many years before working for a decade in media， for publications such as， The People's Daily's China Economic Weekly.She won the first prize in the "China Economic News Competition".
　　Born in the south， Hu Xueqin began her successful career in the north.Although her education background was in Science， she makes her living through her knowledge gained from her education in liberal arts.Hu Xueqin spent her youth teaching at a military academy.
　　Later， with a deft pen， she reported on finance and economics.Now， she devotes herself to Angel 100 and contributes to innovation in entrepreneurship.She formed ties with Jiankun Charitable Foundation and brings benefits to people across the country.Hu Xueqin values sincerity， acts in good faith， adheres to her career ideal and has humanistic feelings.Overall，
　　she strives to promote social progress and achieve harmony among all.

　　Therefore，to make the book meaningful，I selected 37 articles on people drawn from previous reports. Most of were published in the China Economic Weekly，with only five of them being published in China Informatization.
　　By the time the CPC celebrates its centenary in 2021，China will have completed her first centenary goal，"Completing the building of a well-off，strong，society in an all-round way； doubling China's 2010 GDP and per capita income for both urban and rural residents.

　　However，the forum proceeded in an unexpected way. There were two main speakers，Lang Xianping and me. As the mayor of Zhaotong at that time，I was the first to deliver a speech.
　　As a doctor of economics，I have foundational knowledge in economics； as a mayor，I have the practical experience of governing the city. How to develop the economy in such a poor area as Zhaotong? I put forward the notion of "capital for people's livelihood". "Once capital is combined with people's livelihood，capital will be freed from greed and would then make a moral distinction with Wall Street. It will suddenly become lovely."
　　I also elaborated on five major aspects of capital，namely，social overhead capital，industrial capital，human capital，ecological capital and capital operation.
　　Lang Xianping，however，drifted away from the theme of the forum and made an analysis and assertion on the overall economic situation of China. In his view，the measures adopted in many parts of the country，in essence，are the "use of tomorrow's overcapacity to digest today's overcapacity" He said，"I will take the expressway in the Midwest as an example. Are there any cars running on the highways built in the Midwest? There aren't many. These highways were piled up with reinforced concrete and absorbed the production capacity of reinforced concrete. It looks prosperous，but there were no cars running on those highways. This immediately results in overcapacity. As steel and cement are no longer needed，the two industries would be sluggish. Therefore，China has already had production capacity and there will be a double-dip in its economy."
　　He also criticized the way used by local governments use to promote GDP growth by investing in infrastructure construction and "making every effort to attract investment crazily". "Steel and cement production accounted for 61% of the GDP while consumption only accounted for 29%."
　　Professor Lang really spoke freely，disregarding the feelings of the mayor of Zhaotong next to him. In fact，for quite a long time，investment will still be the main driving force for Zhaotong's economic growth，and attracting investment is one of the top tasks of Zhaotong.
　　Professor Xu Guangyuan，a doctoral tutor of the School of Economics of Yunnan niversity，who was also a guest at the event，immediately responded. He pointed out that the strengthening ofinfrastructure construction by the government and the "GDP of steel and cement" provided a platform for the economic development of the western regions. Now，the state has formulated a ten-year plan for the second round of the development of the western regions，with special reference to the Wumeng Mountains as its focus. "If we do not take the opportunity of this policy to develop quickly，are we not the criminals ofhistory?" He spoke with great fevor.
