钱穆（1895—1990），历史学家。字宾四，江苏无锡人。先后在燕京大学、北京大学、清华大学、西南联合大学等校任教。1949年迁居香港，创办新亚书院，任院长。1967年定居台北。著有《国学概论》《中国近三百年学术史》《国史大纲》《中国文化史导论》等。

《中国历代政治得失》为作者的专题演讲合集，分别对汉、唐、宋、明、清的政府组织、考试监察、财经赋税、国防与兵役等制度追本溯源，简明扼要地分析制度优劣，总括中国历史与政治的精要大义，并点明近现代国人对传统文化和精神的种种误解。
